INFORMATION ABOUT ADOPTING FROM MEXICO

Introduction
This is a small program. It is currently being revised to meet Hague Convention requirements.
We work with an attorney who processes private adoptions. The children through this program are mostly infants, who are cared for in foster homes.
We are developing a new program through DIF (Desarrollo Integral de la Familia), the Mexican Government's family welfare system. We expect this program to be available by the end of 2008 if not sooner.
The Children
Children tend to have light brown skin, dark hair and eyes and can vary in age from infant to school age. Children for adoption are generally in good health.
Requirements of Adoptive Parents
Reviewed on a case by case basis.
Basic requirements are 25 to 55 years of age.
Be married for a minimum of 2 years.
A single woman can also adopt.
Travel is required.
Waiting time until referral
3 to 6 months.
Waiting time from referral until travel
The completion of the adoption usually takes 4 to 6 months. At some time during the process, the family will need to provide the court official with two (2) witnesses to attest to the family's good moral character. These witnesses will need to present themselves in the city where the legal adoption process takes place.
In-country Costs
In-country legal fees: $10,000
In-country administrative costs and expenses: $7,000
(includes translation of dossier into Spanish, adoption proceedings, pre-natal and birth medical costs, care of child and birth mother)
Foster care: $200 per week.
Fees are subject to change.
Travel
Both parents should plan to travel. Two trips are required. The first trip requires a stay in Mexico for approximately 5 working days. The second trip will need to stay for approximately 3 to 4 days for the conclusion of the adoption.
Travel and accommodation expenses vary depending on time of year.
